NH Medicaid | NEW Adult Dental Benefits!
NEW! NH Medicaid Adult Dental Benefit
With the signing of both HB 103 and SB 422 into law by Governor Sununu on July 1, 2022, an expanded NH Medicaid adult dental benefit will be implemented on April 1, 2023.
Benefits – Available for Medicaid-Eligible Adults Age 21+
- Covered services include:
- X-rays and examinations
- Cleanings
- Fillings
- Limited gum-related treatment
- Tooth extractions and other oral surgeries
- Other appropriate general services such as anesthesia
- Removable partial and full dentures for the following individuals who qualify for services under the following criteria:
- Developmental Disability (DD) Waiver
- Acquired Brain Disorder (ABD) Waiver
- Choices for Independence (CFI) Waiver
- Nursing facility residents
- $1500 yearly limit on dental services, with the exception of preventive
- Transportation to dental appointments and support for oral health through care
Cost Sharing
Diagnostic and preventive dental services do not have cost sharing. Other covered dental services have cost sharing for people with household income over 100% of the federal poverty level (FPL). There are some exceptions to cost sharing. Cost sharing is also limited to 5% of household income.
Contracting Process
The NH DHHS is currently working through the contracting process to choose a dental benefit administrator(s). The implementation deadlines are as follows:
- RFI released by August 1, 2022
- RFP released by September 1, 2022
- Contract implemented by April 1, 2023
- Rules and systems changes likely to be adopted by April 1, 2023
- State Plan Amendments submitted by June 30, 2023
IMPORTANT NOTE:
The Children’s Dental benefit remains in the current Fee For Service benefit for ages birth to 21.

NH DHHS requests information regarding dental services for approximately 88,000 Medicaid-eligible adults, age 21 years and older, across New Hampshire.
